Recruitment can be one of the most difficult parts of any data collection activity. When assessing a surveillance system, the target population is typically members of the public health and healthcare workforces, and recruitment is often conducted in the workplace. In keeping with principles of ethical research, it is important to make sure that participants consent freely without influence by supervisors or other workplace dynamics. If you are working with community-based surveillance, then community members who participate in infectious disease detection, reporting, and response might be recruited.
