Stephen Winkler

Stephen Winkler is a Social Development Specialist at the World Bank. He holds a PhD in Political Science from the University of Washington where he was a National Science Foundation Graduate Research Fellow. Stephen’s research focuses broadly on the formal and informal institutions that shape political participation, government accountability, and exclusion of marginalized groups. He also has extensive experience in international development, including program design and monitoring and impact evaluation.
