Duties of the position include:
GS-05: The incumbent is considered a civil engineer trainee, performs one or more of the following duties as development toward a higher level position:
- Makes topographic and alignment surveys of selected projects. Uses surveying instruments and directs party members. Prepares field notes.
- Assists in preparing topographic and detail maps. Transfers field notes into detailed drawings, develops preliminary trail gradients, prepares design data forms, computes project quantities, transfers these quantities and final gradients to plans.
- Makes design calculations and prepares specifications for selected portions of projects for forest development facilities including roads, trails, water and wastewater facilities, buildings, bridges, culverts and other engineering facilities.
- Assists in inspecting construction projects for adherence to approved plans and specifications. Determines compliance with respect to dimensions, use of designated materials, progress of work, etc.
- Makes preliminary road locations and tests road surfacing material, gathers data for maintenance surveys, participates in inspections, makes boundary line surveys and performs a variety of other duties for work experience and training.
- Performs other assignments to broaden knowledge of Forest Service activities in areas such as timber, fire, recreation, wildlife and/or business management.
GS-07: The incumbent is considered an advanced trainee who will complete a variety of civil engineering work while learning a variety of advanced skills, techniques, and procedures. The advanced training received will increase the incumbent’s ability to perform higher level engineering work. Assignments and responsibilities include some or all of the following:
- Makes location surveys for roads, bridges and trails generally after route and control point selection by a higher grade engineer. Operates survey equipment such as transit, engineer’s level, abney, etc. Makes field surveys, topographic maps and specific locations for such items as roads, water and wastewater systems, parking areas, campsites, and other minor structures.
- Inspects the condition of roads, bridges and other structures to determine maintenance and repair needs. Organizes and analyzes data and recommends plans and schedule of work to accomplish maintenance operations.
- Transfers field notes to drawing paper or supervises this operation. On design projects involving earthwork, the incumbent selects trail gradients; prepares and checks forms for completeness and accuracy; adjusts gradients to obtain most economic balance of earthwork; determines items of work and quantities thereof by standard methods; discusses unit costs with supervisor and prepares cost estimates and completes plans.
- Performs other assignments to broaden knowledge of Forest Service activities in areas such as timber, fire, recreation, wildlife, or business management.
GS-09: The incumbent will assist the Forest with a wide variety of engineering work within the Forest. Assignments and responsibilities include some or all of the following:
- Performs location reconnaissance and flags along corridors established by the transportation plan. Prepares design criteria for smaller or less complex portions of conventional roads, facilities, utility systems, or structures. Prepares completed road designs involving drainage structures, base and surfacing analysis, and special structures using basic survey data.
- Participates in field surveys and investigations of existing facilities and utility systems to ensure that maintenance and repair schedules and procedures conform to safety, health, and regulatory requirements.
- Serves as Contracting Officer Representative (COR), Engineering Representative (ER), or inspector as assigned. Performs all associated duties involved in the contract administration duties for an entire project of limited size or complexity or a minor part of a large project.
- Interprets safety regulations, promotes overall safe working conditions and assures that safe practices are followed during projects.
