The initial salary of this developmental or entry level positions is normally:  $45,823 and after 12 months promote to $56,051 and after the second 12 months promote to the target grade GS-11 for a salary that is normally starting at $67,816.  From that point on the pay increases by a system of steps based on time in service until an employee competes for promotion to another position.

We are recruiting for one civil engineer to serve in the Engineering Services Division as Project Managers (PM).  The PMs in our organization work their projects from cradle to grave: identifying the deficiency, identifying the engineering solution, developing the scope of work and drawings, developing an acquisition package, and managing the project through construction.   On more complex projects the design portion is also contracted out.  The PMs do not manage a team of people, but manage the projects and complete most of the work themselves – so we are not using the term in the way much of the industry uses the term.

If someone is applying who already is in the work force and has applicable experience they may be considered for starting at the 9 or 11 level.
