The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to hire a Construction Oversight/Compliance Engineer 3 (Environmental Engineer 3) working out of our Headquarters Building in Lacey, WA. This position serves as a professional environmental engineer providing project oversight during cleanup construction to monitor and approve designed cleanup objectives.
This position requires professional-level working knowledge of hydrological principles, environmental engineering, sediment cleanup and source control (e.g. BMP) practices, and laws/regulations including the Model Toxics Control Act Cleanup Regulation and the Sediment Management Standards. This position will facilitate and successfully coordinate with site managers and program staff on designing and overseeing construction, source control and cleanup, while also providing insight into policy development.

Job Overview:
The Construction Oversight/Compliance Engineer 3 will work within the HQ Aquatic Lands Cleanup Unit (ALCU) specializing in professional technical engineering assistance to agency staff and management and the regulated community in review and inspection of sediment (i.e. marine and freshwater) construction cleanup activities. The ALCU provides central technical support and regulatory interpretation as well as develops guidance for the implementation of the Sediment Management Standards (SMS), Chapter 173-204 WAC, and Model Toxics Control Act Cleanup Regulation (MTCA), Chapter 173-340 WAC, for all sediment management within the state.
Description:
- Serves as a registered Professional Engineer responsible for performing independent environmental engineering duties conducting independent review and oversight of sediment cleanup actions.
- This position provides review of draft Feasibility Study (FS), Cleanup Action Plan (CAP), and Engineering Design Report (EDR) – for sites throughout Puget Sound and will provide onsite inspections to verify sampling/construction activities follow approved plans.
- Works cooperatively with Project Managers (PMs) to identify inconsistencies between construction actions and approved plans and works to bring projects back into compliance.
- Conducts engineering inspections of cleanup sites to ensure cleanup actions comply with the mission of the Department, Program and applicable environmental laws, regulations, and policies.
- Works collaboratively with the Toxics Cleanup Program (TCP) upland and sediment site managers to provide professional engineering support.
- Provides professional engineering assistance to sediment cleanup site managers on source control issues in the field.
- Provides review of Cleanup Action Plans, RI/FS and related reports for post-cleanup confirmatory monitoring plans and long-term monitoring data to determine the effectiveness of source control measures.
- This position researches new and effective methods for cleanup of contaminated sediments from an engineering feasibility perspective.
Qualifications:
- A Master’s degree with major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field
- Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and two years of experience in environmental engineering.
OR
- An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
- Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington and three years of experience in environmental engineering.
NOTE: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.
- Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.
